Low carbon aviation fuel is the most critical tool for the aviation industry to achieve its ambitious climate goals. The World Bank estimates global carbon pricing revenues will reach USD 200 billion annually by 2030. SAF producers positioned to monetize both the physical fuel and the embedded carbon abatement value will command structural margin advantages.

Regulatory Mandates and Compliance Demand

Regulatory blending mandates are the most powerful driver of low carbon aviation fuel demand. ReFuelEU Aviation mandates that SAF blending ratios at EU airports must reach 6% by 2030, 34% by 2040, and 70% by 2050. The U.S. SAF Grand Challenge targets 3 billion gallons of domestic SAF by 2030 and 35 billion gallons by 2050. These mandates create guaranteed demand and provide the long-term certainty essential for investment.

CORSIA Phase 2, effective from 2027, makes participation mandatory for states covering over 90% of international aviation emissions. This creates binding compliance demand that underwrites new production capacity. The combination of these mandates ensures that low carbon aviation fuel will move from a niche product to a mainstream requirement for the global aviation industry.

Corporate Demand and Scope 3 Reporting

Beyond regulatory mandates, corporate demand is a powerful and growing force. Multinational corporations are increasingly purchasing SAF credits to reduce Scope 3 aviation emissions reported under frameworks like CDP and the EU Corporate Sustainability Reporting Directive. Companies like Microsoft and others have signed multi-year SAF procurement deals exceeding USD 50 million.

This corporate demand is creating a parallel channel independent of airline procurement. As Scope 3 reporting requirements tighten globally, corporate SAF demand could constitute 20-25% of total offtake by 2030. This demand is also driving innovation in book-and-claim systems, where SAF environmental attributes are traded separately from the physical fuel, unlocking demand from airlines and corporates operating at airports without supply infrastructure.

Technology and Feedstock Diversification for Scale

Achieving the necessary scale for low carbon aviation fuel requires a diversified portfolio of technologies and feedstocks. The market is moving beyond HEFA towards Fischer-Tropsch, Alcohol-to-Jet, and Power-to-Liquid pathways. This diversification is essential to overcome feedstock constraints and build a resilient, scalable supply chain.

Waste-based feedstocks are particularly promising. Municipal solid waste and agricultural residues offer virtually unlimited potential and often carry a negative cost, as producers receive a tipping fee. Fulcrum BioEnergy's Sierra BioFuels plant and Velocys' Bayou Fuels project demonstrate the commercial viability of these pathways. The transition to a multi-pathway landscape is central to achieving the production volumes needed to meet regulatory and corporate demand.

The outlook for low carbon aviation fuel is one of exponential growth and integration into the core of aviation operations. The technology mix will diversify, production costs will decline, and the infrastructure for blending and delivery will expand globally. Carbon pricing and corporate sustainability reporting will increasingly drive demand, making SAF a standard component of aviation fuel supply.
